Utorogu Commercial Truck Park
Establishment of a modern, managed commercial truck park strategically positioned to serve heavy haulage operators across the Niger Delta. The facility will generate sustainable revenue for the host community, boost Delta State's internally generated revenue (IGR), and create direct and indirect employment for hundreds of local residents, turning community land into a lasting economic asset.

SPL Utorogu is committed to ensuring that the communities that host our operations are the first to benefit from the jobs and economic activity the project creates. SPL directly employs community members in all eligible non-technical roles across site operations, logistics, facility management, and administration. This commitment extends beyond SPL itself. Every contractor and sub-contractor engaged on the project is bound by a formal SPL policy requiring that non-technical roles are filled from the host community first. This policy is a condition of engagement, not a discretionary gesture, ensuring that community employment is embedded into every aspect of project delivery and sustained throughout the life of the facility.

Significant milestones reached in the delivery of the Utorogu Gas Processing Project.

    Land Acquisition

    Purchase completed with approved Certificate of Occupancy (CofO).

    Land Reclamation

    95% completed and progressing.

    Front End Engineering Design (FEED)

    Completed. Fit-for-purpose amine unit design.

    Licenses & Permits Obtained

    License to Establish (LTE), License to Relocate (LTR), License to Construct (LTC), Permit to Survey (pipeline route survey completed), ESIA completed, NCMDB NCEC Certificate, and GMOU signed with host community.

    Balance of Plant

    All storage tanks and terminal loading fully paid for. Tanks currently at Onne Port with customs clearance ongoing.

    Financial Audits

    Audit reports completed by PwC for 2022, 2023, and 2024.

    Financing in Place

    $44M bank debt accepted: $39M for equipment purchase and $5M for shrinkage payment.
